West of Wingates – draft Strategic Masterplan SPD

Following the adoption of the Places for Everyone – Greater Manchester Spatial Plan – Harworth has been working with Bolton Council to develop a strategic masterplan for the wider Wingates site.

The wider site could create up to 6,000 new jobs over the next 20 years, providing high-quality modern industrial and warehousing space and boosting the economy of Bolton and Greater Manchester.

Bolton Council has now launched a public consultation on the draft West of Wingates Strategic Masterplan Supplementary Planning Document (SPD).

Consultation on the SPD

The draft Strategic Masterplan SPD provides more detail as to how the West of Wingates development may be delivered and provides a framework against which the Council will consider future planning applications for the site.

The consultation on the SPD is being led by Bolton Council, further details and a link to the draft SPD, as well as details about how you can have your say can be found at https://www.bolton.gov.uk/planning-policy-strategy/supplementary-planning-documents/3

Alternatively, you could speak to the team and learn more at the drop-in event on the 15th December from 13:00-19:00 at the Hub at Westhoughton, Central Drive, Westhoughton, BL5 3DS. You’ll be able to fill in and submit a questionnaire on the day.

You can also view hard copies at the One Stop Shop (Bolton Town Hall), Bolton Central Library and Westhoughton Library or paper copies of the survey can be requested by calling 01204 334875 and leaving the name of the consultation ‘West of Wingates’.

The consultation runs from 27th November 2025 to 22nd January 2026.
